Paraguay Investor Pass: a new gateway for foreign investors

Paraguay is moving towards a new model to attract foreign investment: less bureaucracy, greater predictability and direct access to permanent residence for those who meet the investment requirements established by the current regulations.

In April 2026, the Ministry of Industry and Commerce (MIC) established, by Resolution MIC No. 0283/2026, a new framework for the Foreign Investor Certificate (FIC), an instrument that allows a foreign investor who meets the requirements to apply for permanent residence directly, without needing a prior temporary residence.

This change represents a particularly relevant opportunity for investors seeking to settle in Paraguay and develop productive, real‑estate, tourism or financial projects.

Four investment modalities

The Paraguay Investor Pass currently includes four major modalities:

1. Productive investment Minimum investment of USD 70,000, aimed at industrial, commercial or service sectors. Requires a pre‑approved business plan and the creation of at least five formal jobs.

2. Financial instruments Minimum investment of USD 200,000, without the need to manage a venture directly. The investment must be maintained for a minimum of two years and annual reporting obligations apply.

3. Real‑estate investment Minimum investment of USD 200,000 for acquisition, development or exploitation of property or real rights intended for rent, appreciation or exploitation. The regulation excludes exclusive personal or family use.

4. Tourism investment Minimum investment of USD 150,000 for the creation, acquisition, expansion, modernization or exploitation of tourism assets, infrastructure or services. Requires a pre‑approved business plan. From investment to residence

One of the main advantages of the new regime is that an investor who proves an investment that meets the established requirements can access the permanent residence process without having to go through a temporary residence first.

This allows the Investor Pass to be seen not only as a migration mechanism, but also as a tool to structure a genuine investment and settlement strategy in Paraguay.

  • acquisition of apartments for rental;
  • construction and development of buildings;
  • opening and development of subdivisions;
  • investments through the securities market;
  • tourism projects;
  • productive and service projects;
  • other development and investment ventures.

Investing in Paraguay requires more than capital

The decision to invest in a new country involves much more than finding an attractive opportunity.

A real‑estate investment, for example, requires a prior analysis of the property's legal situation, title documentation, transaction conditions, contracts and the structure through which the investment will be made.

Poorly prepared documentation, insufficient property due diligence, incorrectly structured companies or unfavorable contracts can turn a good investment opportunity into a legal and economic problem.
